Policy: Trump Orders AI Data Centers to Return Power to Host Communities

A new directive would require AI infrastructure operators to pay back the towns they serve by sharing or selling surplus electricity.

President Donald Trump announced Wednesday that he will mandate artificial intelligence data centers and their operators to return energy to the local communities that host them, framing the policy as a way to prevent utility bills from rising or even to reduce them.

The directive, outlined in a post on Truth Social, expands on a previous administration call for these facilities to generate their own electricity. Under the new plan, any surplus power generated by these on-site systems must be given to or sold back to the surrounding area.

The move comes as data center construction has drawn sharp protests across the United States. Residents in various regions have cited rising electricity costs, noise pollution, water shortages, air pollution, and deforestation as negative impacts of these large-scale computing facilities.

The administration is eager to maintain a competitive edge against China in the global AI arms race. Officials are looking for ways to secure public support for the rapid expansion of infrastructure needed for that effort, and are turning to financial arrangements to address local grievances.

While the specific mechanism for these payments has not been detailed, the focus on energy suggests the funds could be used to offset rising utility costs for nearby homes. This potential arrangement would follow a recently passed act that requires data centers to shoulder the costs of grid upgrades rather than passing them to local taxpayers.

Trump posted that “Data Centers that were highly unpopular in a certain area have become extremely popular when a financial deal is struck.” He added, “MAKE DEALS, and get them built!!!”

It remains to be seen if such deals will be enough to overcome opposition to these projects. Concerns over enormous water consumption, ecological damage, and pollution continue to pose challenges for facilities planning to operate in various locations.

Details on how these dividends will be structured and distributed have not yet been released by the administration.
